- Delegates are Girl Scout Members age 14 and older who reside within the council jurisdiction and are voted by their service unit to represent the service unit with one voice. Delegates shall serve a term of one (1) year.
- In December, Service Units should add Delegate Information (East Region / West Region) to the Service Unit Meetings and share the Council Delegate Job Description and Delegate Process FAQ with their members. Service Units should then seek candidates for the Delegate positions. In January/February Delegates should be elected by their Service Units and register online (information to be distributed in December). Members should contact the council with additional questions. What is the Annual Council Meeting?
Girl Scouts—Dakota Horizons is governed, according to its bylaws, by a Board of Directors composed of volunteer men and women who believe in the value of Girl Scouting and are elected by the Delegate Body of the council.
The Annual Council Meeting is facilitated by the President of the Board of Directors and is an opportunity for the important business of electing the Board of Directors, the Board Development Committee, and every three years the National Council Delegates and Alternates to take place.
Recommended revisions to the bylaws and Articles of Incorporation are also presented for vote. All members are welcome to attend the Annual Council Meeting, however only Delegates may vote.

Want to play a key role in our council’s governance? The Annual Meeting offers leadership opportunities to members 14 years and older who may be elected to serve as Council Delegates and participate in the council democratic process.
As a delegate, you are entitled to elect representatives for the Council’s Board of Directors, Board Development Committee and National Council Delegates.
