What is the Annual Council Meeting?
Girl Scouts—Dakota Horizons is governed, according to its bylaws, by a Board of Directors composed of volunteer men and women who believe in the value of Girl Scouting and are elected by the Delegate Body of the council.

The Annual Council Meeting is facilitated by the President of the Board of Directors and is an opportunity for the important business of electing the Board of Directors, the Board Development Committee, and every three years the National Council Delegates and Alternates to take place.

Recommended revisions to the bylaws and Articles of Incorporation are also presented for vote. All members are welcome to attend the Annual Council Meeting, however only Delegates may vote.

Annual Meeting Delegates
Want to play a key role in our council’s governance? The Annual Meeting offers leadership opportunities to members 14 years and older who may be elected to serve as Council Delegates and participate in the council democratic process.

As a delegate, you are entitled to elect representatives for the Council’s Board of Directors, Board Development Committee and National Council Delegates.

  • Delegates are Girl Scout Members age 14 and older who reside within the council jurisdiction and are voted by their service unit to represent the service unit with one voice. Delegates shall serve a term of one (1) year.
  • Service Units should add Delegate Information (North Region / South Region) to Service Unit Meeting agendas and share the Council Delegate Job Description and Delegate Process FAQ with their members. Service Units should then seek candidates for the Delegate positions. 
  • In December, January and February Delegates should be elected by their Service Units and register online (information to be distributed in December). Members should contact the Member Services Team with additional questions. 

The 2022 Annual Meeting will be held virtually on Tuesday, April 12, 2022 via GoToWebinar. Please make note of new date and time for this year's meeting, taking place on a weeknight.

I didn’t get a link to connect to the meeting.
An email from from GoToWebinar Global Customer Support ( was sent to the address you used to register and may be in your “junk” folder if you’re not seeing it in your Inbox. If you do not find it, contact our Member Services Team at

I can’t get connected – or - my internet isn’t working.
Verify that you have internet service on the device you are using. If you do, and it still won’t connect go back to the confirmation email that you received and use the call-in number and access code provided to connect on your phone. Through this method you will be able to hear the meeting but not see the presentation.

I’m connected but I don’t have audio.
First, go to the audio portion of the GoToWebinar control panel and ensure that you have “computer” selected as your audio option. If the setting is correct, log out and back into the webinar using the link in the confirmation email sent to you.

If you still do not have audio, then in the GoToWebinar control panel, under “audio” change your selection from computer to phone. Use the phone number provided in the confirmation email to listen to the meeting.

I didn’t receive a packet.

How do I vote? (Only those registered as Elected Delegates can vote.)
a. When a vote is called for, a poll will be launched.
b. Using your cursor, select “Yay” to vote for the motion or “Nay” to vote against the motion.

How do I ask a question?
The meeting will not be opened up for questions or discussion, however, in the GoToWebinar control panel in the top right corner of your screen you can select “Questions” and type your question in. Technical questions about connecting or operating during the webinar will be answered. Any other questions that are not addressed through the content of the webinar will be followed up on next week.
